Use manual shutter if the phone allows it and try around the display refresh period. Lock exposure so it stops hunting.
Step back slightly and crop later. The rolling band is often easier to avoid when the camera sees the whole screen.
I record a short video and pull the cleanest frame. Not elegant, extremely reliable.
